    II. Application procedure for organizations’ payment of housing provident fund for employees and required documents
    (II) If an organization first applies to open a housing provident fund account, it can report the basic information with the website of the Administration Center, or download a paper application form from the website, fill the form and apply to the counter of a management department. Below are the steps to complete the business on the website: The handling person of the organization logs on the homepage of the website, registers a user identity with the “Online Business - Corporate Business Processing” menu, enters the basic information of the organization as prompted by the page, selects the organization that consigns a bank to pay the housing provident fund, enters the bank account information of the payer, prints the Form of Application to Open and Register Housing Provident Fund Account for Institutional Payer (see Appendix 16) in two duplicates, and affixes the common seal of the organization and the signature (or seal) of the legal representative on the form. Below are the steps to download and complete the paper application on the website: The handling person of the organization logs on the homepage of the website, downloads the Form of Application for Organizations to Open and Register Housing Provident Fund Account over the Counter (see Appendix 17) in two duplicates with the “Common Download - Table Download” menu, and affixes the common seal of the organization and the signature (or seal) of the legal representative on the form.
    The handling person of the organization carries the application form in two copies, the original and one copy of his identity certificate, one copy of the identity certificate of the legal representative and the original of the organizational certificate bearing the unified social credit code, and completes the account opening procedure with the counter of the selected management department. After performing the preliminary review and secondary review, the worker of the counter will register the account opening if the application meets the condition, returns one application form bearing the review opinion to the handling person, and reserves one duplicate at the management department. If the application fails to meet the condition, the worker shall notify the organization of the reason and instruct the handling person to apply again.
    (III) To pay the housing provident fund for employees, an organization can pay the amount through bank collection, transfer check or other forms. For the sake of safety and convenience, it is recommended to pay the fund through bank collection.
    If an organization first pays the housing provident fund by consigning a bank to collect the fund, the organization shall complete the authorization procedure for the collection with the bank three working days before the collection date to ensure the success of the first consigned collection after the counter of the management department determines the collection date. If the organization fails to complete the authorization procedure for collection, it shall conduct the business with transfer check or other forms of payment.
    (IV) If an organization incurs a change in the basic information, collecting bank or handling person after opening and registering a housing provident fund account with the Administration Center, the organization shall complete the change procedure with the counter of the management department to which the organization pays the housing provident fund.
    1. Change procedure for basic information of the organization.
    Once a change happens to the name, nature, unified social credit code, legal representative or responsible person of the organization, the organization shall authorize the handling person again, and provide one copy of the identity certificate of the legal representative, the Name Change Notice issued by Beijing Administration for Industry and Commerce and affixed with the special administrative licensing seal of Beijing Administration for Industry and Commerce, the original of the approval document relating to the establishment of the organization and the original of the organizational certificate bearing the unified social credit code. The handling person fills the Form of Application to Change Housing Provident Fund Information of Organization (see Appendix 18) in two duplicates and affixes the common seal of the organization and the signature (or seal) of the legal representative on the form. After review and confirmation, the management department will return one duplicate to the organization and reserve the other at the management department.
    2. Change procedure for collection information of the organization.
    The handling person provides the Table of Confirmation of Collection Information of Organization bearing the collection number of the consigned bank, and completes the change procedure with the management department receiving the fund and the counter in the office of the bank consigned to pool the housing provident fund after signing the Beijing Letter of Authorization for Ad Hoc Consignment of Collection and Payment with the account bank again.
    3. Change procedure for handling person of the organization.
    The organization submits the original and copy of the identity certificate of the new handling person, fills the Form of Application to Change Housing Provident Fund Information of Organization (see Appendix 18) in two copies and affixes the common seal of the organization and the signature (or seal) of the legal representative on the form. After review and confirmation, the management department will return one duplicate to the organization and reserve the other at the management department.
    VIII. This Notice shall be implemented as of September 1, 2017. This Notice shall prevail, given any conflict with any prior provisions.
