SAT Beijing Municipal Office Announcement [2017] No. 8 

    The SAT Beijing Municipal Office announces the matters relating to simplifying the handling procedures for tax administrative licensing based on the actual working conditions as follows to carry out the SAT Announcement on Simplifying Handling Procedures for Tax Administrative Licensing Matters (SAT Announcement [2017] No. 21):
    I. Simplify acceptance documents
    The approval of corporate invoice printing directly accepted by the SAT Beijing Municipal Office is an matter requiring immediate processing, and the SAT Beijing Municipal Office shall directly issue and deliver the Decision on Approval of Tax Administrative Licensing and no longer issue the Notice on Acceptance of Tax Administrative Licensing.
    II. Provide the application by agent forwarding and delivery service by post
    (I) An applicant can select its competent tax authority to submit application documents related to three tax administrative licensing matters on an agency basis:
    1. Approval of corporate invoice printing;
    2. Approval of deferred tax payment by the taxpayer;
    3. Approval for a non-resident enterprise that selects the domicile of the major institution to summarize the payment of the business income tax.
    (II) The competent tax authority shall perform the formal review of the application documents, forward the documents if they satisfy the legal form, and issue the List of Acceptance of Application Document on Tax Administrative Licensing. The authority shall also create a ledger and usually forward the paper application document to the authority implementing the tax administrative licensing within 5 working days.
    (III) If an applicant requires the delivery by post be adopted when selecting the competent tax authority to forward application documents on tax administrative licensing matters, the competent tax authority shall specify “Delivery by post required” in the blank space of the Tax Administrative Licensing Application Table, and the authority implementing tax administrative licensing shall deliver the tax administrative licensing document by post within 2 working days after the document is issued, and the document shall be delivered to the registered address of the applicant.
    III. Simplify application documents
    (I) If a taxpayer has submitted the information of the “three-in-one license” and the “five-in-one” license to the industry & commerce administration and other authorities, related information of the taxpayer shall be the information of related license and approval document that can be obtained through the government’s information sharing. The applicant will only need to submit the name, document number and code of the aforesaid documents as well as other information for the purpose of information inquiry and verification, and no longer submit the original or copy of the document.
    (II) The tax registration certificate shall be removed from the catalog of application documents relating to the approval of corporate invoice printing.
    (III) We will cancel the requirement that the identity certificate of the handling person and the agent be submitted, replace the requirement with the verification of the original of the certificate on the site, and the handling person of the tax authority shall carefully validate the consistency of the certificate and the holder.
    IV. Realize reservation of consulting service
    A taxpayer can reserve a 24-hour consultation about issues relating to tax administrative licensing matters through the Beijing Taxpayer Net (Website: www.bjnsr.gov.cn). The taxpayer can click the “Reservation Lottery” menu on the service square of the website, and the system will jump to the logon interface of the website. Then, a corporate taxpayer can log on with a CFCA certificate, “One Certificate Link” certificate, user identity and password, and a personal taxpayer can register the service with his mobile phone number and then log on.
